There is a lot of online advice about “grants for home works”, and much of it is out of date. This guide reads each programme’s official page as of 4 November 2026 and says whether it is open, who can apply and whether painting a home fits. The short answer: painting on its own is almost never eligible, and the national programmes we found for private owners are either closed or aimed at specific cases.
Updated on 4 November 2026. General information, not a substitute for legal or accounting advice.
The essentials
- Repainting a home is not funded by any national programme we read. The aid targets energy efficiency, full rehabilitation or substandard housing.
- Fundo Ambiental (Environmental Fund): the Edifícios Mais Sustentáveis programme closed to applications on 31 October 2023. We found no new call for works on homes.
- 1.º Direito: applications are made by municipalities and public bodies, not by you. The deadline of the 2026 recovery-plan (PRR) call was 12 June.
- Tax benefits exist, but they need urban rehabilitation and specific conditions. The reduced VAT rate is in our price guide.
- Before paying a consultancy that promises “guaranteed aid”, check the call on the official page.
Programme by programme (status on 4 November 2026)
| Programme | Purpose | Status according to the official page |
|---|---|---|
| Fundo Ambiental, Edifícios Mais Sustentáveis (PAE+S 2023) | Energy efficiency of buildings | Closed on 31/10/2023. Note of 22/04/2024: no forecast of a new phase |
| Fundo Ambiental, Vale Eficiência II | Windows, hot water, heating/cooling, solar PV, for vulnerable households | Beneficiary applications closed on 31/10/2024. Note of 30/10/2026 concerns those already eligible |
| Fundo Ambiental, Residential Condominiums | Efficiency in buildings licensed up to 2006 | Applications 4/4 to 28/12/2023. Execution extended to 31/12/2026 |
| 1.º Direito (PRR) | Housing for families in undignified conditions | Call 29/C02-i01/2026: submission until 12/06/2026, by public bodies |
| Porta de Entrada | Urgent accommodation after an unforeseeable event | The page gives no application deadline |
| IFRRU 2020 | Loans for full rehabilitation | Status not confirmed (see below) |
Edifícios Mais Sustentáveis. The Fundo Ambiental page says the call closed at 17:59 on 31 October 2023, and its note of 22 April 2024 says no new phase is forecast. The “Apoios 2026” menu on the site lists no call for works on homes. Consultancy sites talk of reruns; we could not confirm them.
Vale Eficiência II. The amount is 1,300 EUR per voucher, up to three, for households on the social electricity tariff or certain minimum benefits who own, hold a usufruct on or rent the home and live in it. It covers efficient windows, hot water, heating/cooling and solar PV. Paint and plaster are not in the table. The note of 30 October 2026 informs people who were already eligible and waiting for a technician: they can register interest on the platform from 23 November.
1.º Direito. The Portal da Habitação explains that families must be flagged in the municipality’s Local Housing Strategy. Applications to the PRR call are prepared and submitted by municipalities or public bodies. If you think your home is substandard, talk to the council. Whether 1.º Direito still funds outside the PRR, we could not confirm.
IFRRU 2020. The official site describes loans for the full rehabilitation of buildings, with a prior opinion from the council, an energy certificate and quotes. We saw no closing notice on the pages we read, but a news item we only saw in a search result reports the end of applications and an IFRRU 2030 with no call yet. We could not confirm this. Either way it is not for a standalone repaint.
Tax benefits
Income tax (IRS). Article 71(4) of the Tax Benefits Statute (EBF), as shown on the Tax Authority portal, lets you deduct from the tax due 30% of the owner’s costs, up to 500 euros, for rehabilitating buildings in urban rehabilitation areas, restored under the area’s strategy, or rented buildings subject to phased rent updates (NRAU). Painting counts only if it is part of a rehabilitation in those terms. Whether the council must certify the works, we did not verify.
Property tax (IMI) and transfer tax (IMT). Article 45 of the same Statute provides a three-year IMI exemption after rehabilitation works and an IMT exemption when buying a property to rehabilitate (works to start within three years). It requires a building over 30 years old or in an urban rehabilitation area, and a rise of two conservation levels to at least “good”. Repainting is not enough. The page we read is marked valid up to June 2022, so check the current wording.
VAT. Covered in the price guide: it depends on the conditions of item 2.27.
Municipal support
Some councils have regulations for works in the homes of low-income families. We read a draft regulation from Borba, dated 2020: it gave materials (including “white paint”), required income per person of up to 200 EUR, a technical report from the council and gave priority to roofs, kitchens and bathrooms. We do not know whether it is in force. For your area, ask the council’s housing service and look for the regulation on its website. If you rent, see painting before renting or selling, where the landlord has upkeep duties.
Step by step
- Write down what you want to do. If it is only painting, do not look for a grant: ask for quotes.
- If there is damp, find the cause first. Insulation and windows are what programmes usually support.
- Check whether the building is old or in an urban rehabilitation area (ask the council).
- Before signing the works contract, confirm the call and whether works may start before applying: for IFRRU, the site forbids it.
- In a block of flats, the condominium may be the applicant: see damp in the building.
What we could not confirm
- Any call open today for private owners to paint or insulate a home. We found none, but did not read every platform.
- 1.º Direito outside the PRR, and the current status of IFRRU 2020 and 2030.
- Programmes of the Lisbon and Porto councils and others: we did not read the regulations.
- The current text of articles 45 and 71 of the Tax Benefits Statute for 2026, and any council certification required.
- The condominium programme: one blog says it continues; the official page does not.
