Houses and walls in Setúbal
Setúbal has 24,631 buildings in Census 2021. These are whole buildings, not flats, and repair need is the opinion of the census respondent. The biggest group, 7,614 (30.9%), dates from 1961 to 1980, when the city expanded. Only 18.5% are from before 1961. 24.3% need light repairs, against 21.8% nationally, and 2.3% need deep repairs, against 4.6%.
What that means for paint is our reading, not INE data. Many 1960s and 1970s blocks have masonry walls with cement render and, in general, little or no cavity. In those blocks damp is usually condensation in corners and behind furniture, plus leaks from gutters, balconies and window joints. Near the Sado estuary and the sea, salts can show up in the render as efflorescence (salitre), but we found no salt measurements for Setúbal: this is a general rule, to be checked wall by wall. See salt on walls.
In the old town, inside the walls and in the Bairro Salgado, the 2025 municipal regulation sets its own rules for façades, including colours. Before painting the outside of a building there, read the council rules section of this page.

Rain, damp and cold in Setúbal
IPMA station Setúbal / Estação de Fruticultura (no. 770), altitude 18.7 m, 1991-2020 normal. Rainfall is 703.3 mm a year. The wettest months are November (107.2 mm), December (102.5 mm) and October (99.2 mm). July has 2.1 mm. There are 71.4 days a year with 1 mm of rain or more and 22.6 with 10 mm or more.
Mean annual temperature is 16.7 °C, with a mean minimum of 5.2 °C in January. Frost is rare: 6.5 days a year with a minimum below 0 °C. The IPMA table has no relative humidity, so we give no figure for it.
For a home, winter is wet and mild: damp in walls comes more from rain on exposed façades and from condensation in closed bedrooms than from frost. Summer is dry and hot (56.2 days at 30 °C or more), which helps a wall dry before painting but does not replace fixing the cause. The station is at 18.7 m, not at the water’s edge, so it does not measure the air right beside the estuary.
Houses and walls in Setúbal
Old apartment blocks
Buildings from 1961 to 1980 are 30.9% of the stock (INE, 2021). They generally have cement render and little cavity (a general rule, not INE data). See where the stain appears: in corners and behind furniture it is usually condensation, below a balcony or gutter it is a leak.
Historic centre
In the old town, inside the walls and in the Bairro Salgado, the 2025 regulation asks for smooth render, preferably lime and sand, painted or limewashed (art. 67.º-E, no. 1). Paint that seals the wall, such as plastic paint over lime, can trap moisture: ask a technician which paint suits it (general rule).
Detached houses
In houses on the edge of town and in Azeitão, damp often comes in at the foot of the wall, next to the ground, or around window and door joints. South and west façades take the winter rain. These are general pointers, not measurements made in Setúbal.
Recent blocks
Only 4.3% of buildings are under 15 years old (2011 to 2021, INE). In the newest ones, condensation in closed bedrooms and windowless bathrooms is the usual problem, more than leaks (general rule): ventilating and keeping the air moving helps.

Works exempt from prior control: they are subject to inspection, and the owner must tell the Câmara (council) at least 5 days before starting, naming the person responsible (art. 18.º). We could not confirm the current text of article 6 of the RJUE (the national building regime) after Decree-Law 108/2026, nor whether painting only the inside of a home has its own article in the regulation: ask the council.
Scaffolding and public space: for exempt works, occupation of public space is notified with the notice that works are starting (art. 56.º, no. 2) and is allowed only after the fee or deposit is paid (no. 3). Scaffolding needs a marked safety area at ground level and protective netting, and must be removed, with the site cleaned, within 15 days of the end of the works (art. 59.º). Hoardings are compulsory on all works (art. 58.º, no. 1). We did not read the fee in euros.
Old town: it applies inside the Setúbal city walls, in the Bairro Salgado and in the historic cores of Azeitão and Oleiros, among others (art. 67.º-A). Façades are to have smooth render, painted or limewashed (art. 67.º-E, no. 1), and paints on street façades may not be sand-textured or textured (no. 6). On existing buildings, exterior paint keeps the original colour or one of the original colours: lime white, ochre, red oxide and pink (almagre) (no. 9). Other colours only if the council’s technical staff accept them (no. 10). Painting existing stonework is not allowed (art. 67.º-D, no. 6, by the numbering of the text read).

Painting the outside in Setúbal's old town
The most useful rule for anyone with a building in the old town is in article 67.º-E of the 2025 regulation. Paints on street-facing façades may not be sand-textured or textured. If the façade already has a colour, the paint must keep the original colour or one of the traditional colours on the list: lime white, ochre, red oxide and pink almagre. Other colours need the acceptance of the council’s technical staff.
Two more points affect the quote. Render should be smooth and preferably lime and sand, and stone dressings are not painted. Downpipes should preferably be built into the wall, and are allowed outside only above the ground floor, in the façade colour.
What we could not confirm: who decides when the original colour is in doubt, and whether painting a façade needs a notice to the council beyond the 5-day notice in article 18.º. Ask the urban planning department before hiring. See also painting the façade: licence and condominium.
General notes
At the IPMA station Setúbal / Estação de Fruticultura (1991-2020) it rains 703.3 mm a year, on 71.4 days with 1 mm or more. November is the wettest month at 107.2 mm and July the driest at 2.1 mm.
No. The 2025 regulation (art. 67.º-E, nos. 9 and 10) says to keep the original colour or one of the original colours, such as lime, ochre, red oxide and almagre. Other colours need the acceptance of the council's technical staff. Sand-textured or textured paints are not allowed on street façades.
For works exempt from prior control, occupation of public space is notified with the start-of-works notice, given at least 5 days ahead (art. 18.º and 56.º, no. 2). It is allowed only after paying the fee or deposit. We did not read the fee: ask the council.
According to INE Census 2021, 7,614 of 24,631 buildings, or 30.9%, date from 1961 to 1980. Nationally it is 27.1%. These are whole buildings, not flats.
We found no salt measurements for Setúbal. As a general rule, salts can appear in render near water; only a technician looking at the wall can confirm whether a stain is salitre. See the salt guide before painting.
